Aviation Security Round Table February 10 2010

On February 10, 2010 Dennis Bevington MP (Western Arctic), New Democrat Transport Critic will be co-chairing with the Honourable Joseph Volpe (Eglinton - Lawrence), Liberal Transport Critic a round table discussion on aviation security on Parliament Hill. The round table will provide a forum for debate and discussion of the various issues surrounding recently implemented increased security measures.

The round table will be held in room253-D Centre Block. It will start at 10:00 a.m. Eastern Standard Time with an end time of 12:30 p.m.

We would like the round table to focus on these questions:

1. What is the security threat to Canada’s aviation industry?;
2. What are the costs (monetary and socio-costs) of these new measures?:
3. Will these new measures be effective in increasing aviation security?; and
4. Are there alternatives to these measures?

Participants will be divided into two panels. Panels will work like this:

Each participant will have 10 minutes to make a presentation. After all four of the panel’s members have made their presentations there will be a 30 minute question and answer period where all participants and Members of Parliament in attendance may ask questions of the panel. Following the Q&A the next panel will begin.

First Panel:

· Mr. Rafi Sela – President AR Challenges (an Israeli security firm);
· Mr. Jim Facette President & CEO, Canadian Airports Council;
· Mr. Michael Skrobica Vice President Industry Monetary Affairs, Air Transport Association of Canada; and
· Captain Nick Rapagna, Vice President of Air Line Pilots Association’s Canada Board;

Second Panel:

· Mr. Mark Salter, University of Ottawa;
· Ms. Nathalie Des Rosiers General Counsel, Canadian Civil Liberties Association;
· Mr. Wesley Wark, University of Ottawa; and
· Ms. Chantal Bernier Assistant Privacy Commissioner of Canada.

Some of the participants and observers will be taking part through tele-conference. Logistics on the teleconference will be sent out on Monday February 8, 2010.

There will be simultaneous translation (English/French) of the round table. Our office will be recording the round table for the production of transcripts which will be posted on Mr. Bevington’s website. The media has been invited as well as members of the Standing Committee on Transportation, Communities and Infrastructure and the Standing Committee on Public Safety and National Security.
